BC Fire Safe Protection Services is always available to provide information and clarification to our current and future clients about fire alarm systems. As mentioned before we install, maintain, repair and inspect all makes, models and brands of fire alarm systems.
Whenever a new fire alarm system is installed the entire system must be verified. There are many instances where verification (as per CAN-ULC S537) is required:
- ● Whenever a material change or alteration to an existing fire alarm system takes place such as new wiring, a system verification must be performed. Alterations mentioned include changing a defective field device with a new one, adding a new field device, changing out a remote annunciator, common control, or power supply.
- If a card or circuit board in the common control is replaced any affected circuits must be verified.
When changing a defective field device where wiring is not disturbed or has to be disconnected (most smoke and heat detectors that have plug style bases are a good example), written documentation of the verification isn't required but BC Fire Safe suggests the building manager or authority insist on documentation that the system was tested after device installation.
The BC Fire Code requires annual INSPECTION (as per CAN-ULC S536) for fire alarm systems in all commercial buildings. BC Fire Safe Protection Services will provide each client with a certificate verifying correct function of the fire alarm system and a list of deficiencies that require correction to meet compliance
The tests required depend on what is being verified and why. If it's a new fire alarm installation, then the answer is quite simply "everything". If it's an addition to the system (new initiating device or notification appliance) then Section 6 - System Modifications of the CAN-ULC S537 Standard for Fire Alarm Verifications applies. Regardless of what field device one is verifying, one must ensure that the control panel's power supply is up to the task and check the current conditions of the system.
CAN/ULC-S537-04 states that the verification must be carried out by an agency (or individual) acceptable to the authority having jurisdiction (AHJ), who can demonstrate they have the sufficient training or experience, and who is not the installing contractor or involved in the design of the fire alarm system. Membership in a professional organization like CFAA or ASTTBC may provide some additional recognition, however we recommend discussion with your local fire department if are unsure of the contractor you are considering.
The contractor installing the fire alarm system cannot verify the system once installed.
The technician performing the verification is not permitted to be involved in the installation or design of the fire alarm system. The rule is stated in the preface to the actual verification standard, it states:
“The requirements of this Standard contemplates that the verification procedure described herein will be conducted by an organization other than the installing contractor and designer, and that the verification will be carried out by qualified personnel in the employ of an organization acceptable to the authority having jurisdiction.
Every commercial or "public" building is required to have a monthly inspection of the system and attached devices, which can be done by almost anyone, provided they are familiar with initiating a signal (activating an alarm) and checking all of the attached annunciation devices (bells, sirens, horns and strobes) and ensuring they are functioning. A qualified technician or electrician should perform all fire alarm system repairs. BC Fire Safe can provide this service if the client wishes. It is important to remember that this monthly inspection does not replace an annual inspection.
